English has been one of language that must be learnt since twentieth century. It is because English is global language which is in every country the people must use English to communicate each other in many cases such as business, economic, politic, education and so on. Including In Indonesia English is also learnt as foreign language. It can be proved that English mostly used in many aspect, for example in education, English as a foreign language now has been one of major lesson in school; even it is also being as major lesson that tested in Ujian Akhir Nasional (UAN).
On the other hand English is also tested through summative test are given periodically to determine at a particular point in time what students know and do not know. Many associate summative test only with standardized tests such as state assessments, but they are also used at and are an important part of district and classroom programs. Summative test at the district/classroom level is an accountability measure that is generally used as part of the grading process.
Test and evaluation provides the means to ensure that a product performs in the intended way and with the intended result. In order to grapple with what seems to be an over use of testing, educators should frame their view of testing as assessment and that assessment is information. The more information we have about students, the clearer the picture we have about achievement or where gaps may occur. Unfortunately, unbeknownst to us, the test items are sometimes wrong. There are variables that have not included explain even more variance than the test model does and the test item do not validate its constructs, so the test has poor internal validity.
Based on fact above the writer would like to analyze the content validity of summative test. The reason is because the writer want to know the validity between test items and syllabus and then to know how many item of summative test that has valid and unvalid with the syllabus and curriculum are . Beside that, an analysis in this research is also intended to know what the reasons that influence the tester in designing test item. The writer gives the title of this study: “AN ANALYSIS ON CONTENT VALIDITY OF THE SUMMATIVE TEST AT THE SECOND YEAR STUDENT OF SMPN 13 TANGERANG SELATAN.”
